Cannot set Field Level Security on Service Activity Scheduling fields

I went to set FLS on scheduling fields in S/A today (as admin) and FLS is restricted.

Does anyone know if this is normal?

If so, does anyone know why?

We need to be able to prevent end users from changing this, and limit changes to only the Service Dispatcher.  I cannot think of a way to control this via JS, and FLS was the logical, OOB choice but CRM (365) says no.  We also cannot control this via Security Roles because all users need to be able to modify S/A's - just not *these* fields.

Anyone have ideas?
