Required steps in the sales process

So, I'm working through getting the sales process configured.

How do I create a required part of the sales process? I.E. You cannot qualify a lead unless you've verified that their location is in our service area.

For example, Let's say that during the stage of the sales process that moves a Lead to "Qualified" one of our stages is verify credit limit, and we want that to be a required field. 

We do not want to make this required just to put a lead in the system, only when the user is qualifying the lead. So for this reason making at a required field of "Lead" is not right. However, if the try to qualify that lead, they have to check the yes/no box saying that they've verified the customer's credit limit. 

Similarly, "ID Decision Maker" is a "Two Option" field, with the two options being "mark complete" and "complete". Requiring this field should be done only if the task is complete, not just filled in with the "mark complete" value.

I'd like to do this natively using what the system provides, as adding any Javascript handlers disables the new Polaris forms. Since the classic forms don't show the sales process, adding Javascript handlers is not an option.
